“We know that the water levels seemed to be higher than they were last summer,” Silva said. “It is a significant amount of water flowing throughout, some of it in new areas that didn’t flood last year.”

Matt DeMaria, a meteorologist with the National Weather Service in Albuquerque, said storms formed in the early afternoon over terrain that was scorched last year by wildfire. The burn scar was unable to absorb a lot of the rain, as water quickly ran downhill into the river.

Preliminary measurements show the Rio Ruidoso crested at more than 20 feet — a record high if confirmed — and was receding Tuesday evening.

Three shelters opened in the Ruidoso area for people who could not return home.

The sight brought back painful memories for Carpenter, whose art studio was swept away during a flood last year. Outside, the air smelled of gasoline, and loud crashes could be heard as the river knocked down trees in its path.

“It’s pretty terrifying,” she said.

Cory State, who works at the Downshift Brewing Company, welcomed in dozens of residents as the river surged and hail pelted the windows. The house floating by was “just one of the many devastating things about today,” he said.

Full-time staff numbers are down, too; as of June, the parks service had 12,600 full-time employees, which is 24% fewer staff than they had at the beginning of the year.

That’s the lowest staffing level in over 20 years, according to Kristen Brengel, senior vice president of government affairs at the National Parks Conservation Association.

Some parks, including Yellowstone, have increased their staff this year. But with low staffing levels at other parks unlikely to meaningfully improve this year, Kym Hall, a former NPS regional director and park superintendent, told CNN she worries park rangers and other staff could hit a breaking point later this summer.
“By mid-August, you’re going to have staff that is so burned out,” Hall said. “Somebody is going to make a mistake, somebody is going to get hurt. Or you’re going to see visitors engaging with wildlife in a way that they shouldn’t, because there aren’t enough people out in the parks to say, ‘do not get that close to a grizzly bear that’s on the side of the road; that’s a terrible idea.’”

The National Park Service did not respond to CNN’s request for comment on its staffing levels.

Meanwhile, visitors are arriving in droves. Last year set a new record for recreation visits at nearly 332 million, smashing the previous record set in 2016.

Hall said the process of hiring thousands of seasonal workers for the summer takes months, typically starting in the previous fall or winter to fully staff up.

“Even if the parks had permission, and even if they had some funding, it takes months and months to get a crew of seasonal (workers) recruited, vetted, hired, boarded into their duty stations, trained and ready to serve the public by Memorial Day,” Hall said.

Compounding the staffing issue is the fact that many park superintendents, some of whom oversee the most iconic parks like Yosemite, have retired or taken the Trump administration’s deferred resignation offers. That leaves over 100 parks without their chief supervisor, Brengel said.

And amid the staff losses, staffers normally assigned to park programming, construction, and trail maintenance, as well as a cadre of park scientists, have been reassigned to visitor services to keep up with the summer season.

The Trump administration’s broadsides against scientific research have caused unprecedented upheaval at the National Cancer Institute, the storied federal government research hub that has spearheaded advances against the disease for decades.

After years of accelerating progress that has reduced cancer deaths by a third since the 1990s, the institute has terminated funds nationwide for research to fight the disease, expand care, and train new oncologists. “We use the word ‘drone attack’ now regularly,” one worker said of grant terminations. “It just happens from above.”

The assault could well result in a perceptible slowing of progress in the fight against cancer.

Nearly 2 million Americans are diagnosed with malignancies every year. In 2023, cancer killed more than 613,000 people, making it the second leading cause of death after heart disease. But the cancer fight has also made enormous progress. Cancer mortality in the U.S. has fallen by 34% since 1991, according to the American Cancer Society. There are roughly 18 million cancer survivors in the country.

That trend “we can very, very closely tie to the enhanced investment in cancer science by the U.S. government,” said Karen Knudsen, CEO of the Parker Institute for Cancer Immunotherapy and a globally recognized expert on prostate cancer.
This article is based on interviews with nearly two dozen current and former NCI employees, academic researchers, scientists, and patients. KFF Health News agreed not to name some government workers because they are not authorized to speak to the news media and fear retaliation.

“It’s horrible. It’s a crap show. It really, really is,” said an NCI laboratory chief who has worked at the institute for three decades. He’s lost six of the 30 people in his lab this year: four scientists, a secretary, and an administrator.

Roughly 90 minutes after President Donald Trump spoke to Ukrainian President Volodymyr Zelensky on July 25, Trump’s political appointees at the White House’s budget office were already ordering the Pentagon to freeze security funding for Ukraine, newly released government documents show.

“Based on guidance I have received and in light of the Administration’s plan to review assistance to Ukraine, including the Ukraine Security Assistance Initiative, please hold off on any additional DoD obligations of these funds, pending direction from that process,” Mike Duffey, the White House official in the Office of Management and Budget responsible for overseeing national security money and a Trump political appointee, wrote to select OMB and Pentagon officials on July 25.

Duffey’s email suggests that he knew the hold could raise concerns.

“Given the sensitive nature of the request, I appreciate your keeping that information closely held to those who need to know to execute direction,” Duffey said.

While a formal notification would be sent later that day, this was the first clear sign that the aid was being held – a short time after the phone call in which Trump pressed Zelensky for investigations that could boost Trump politically.

Senate Minority Leader Chuck Schumer renewed his call for Duffey to be a witness at the Senate impeachment trial, saying that the email showcases the information he may be able to offer.

“If there was ever an argument that we need Mr. Duffey to come testify, this is that information. This email is explosive. A top administration official, one that we requested, is saying, stop the aid 90 minutes after Trump called Zelensky and said keep it hush, hush. What more do you need to request a witness?” Schumer said at a news conference in New York on Sunday.

The budget office dismissed linking the hold of the aid to the call, noting it was announced at a mid-July interagency meeting.

“It’s reckless to tie the hold of funds to the phone call. As has been established and publicly reported, the hold was announced in an interagency meeting on July 18. To pull a line out of one email and fail to address the context is misleading and inaccurate,” Rachel Semmel, a spokeswoman for the OMB, said in a statement to CNN.

While an OMB official notified other agencies of the freeze on July 18, it is notable that the first official action to withhold Pentagon aid came the same day as Trump’s call with Zelensky.

The call between Trump and Zelensky went from 9:03 am to 9:33 am and then the email from OMB’s Duffey is time stamped at 11:04 am. That same email also appears elsewhere in the same batch released Friday with a 3:03 pm time stamp.

A judge ordered the OMB and the Pentagon to hand the documents over to the Center for Public Integrity Friday in response to a FOIA request. The Center for Public Integrity published the documents late Friday night.

While much of the release was redacted, the documents shed some light on the conversations between two government organizations who were carrying out the President’s orders even amid concerns by some that they could run afoul of the law.

One of the earliest signs of President Trump’s concerns about the funds stems from a June 19 article in the Washington Examiner discussing the congressionally approved military aid for Ukraine totaling $250 million.
